By the time this photo was taken on Nov. 23, 1983, plans to bury the Artery underground were already well underway, spearheaded by Fred Salvucci, state transportation secretary under Gov. Michael Dukakis. But it would be nearly a decade before the first shovel was sunk in the ground.
