Republican Gov. Francis W. Sargent addresses a group of demonstrators gathered at the State House in January 1969 to protest the state's plans to expand Logan Airport and build new highways in and around the city. Lingering resentment over the Central Artery and other highway projects helped sink the plans, and prompted Sargent to declare a moratorium on new highway construction in eastern Massachusetts in 1970.
