Claim training administrator, Aetna Casualty; Vietnam veteran; Town of Windsor, Conn., economic development aide; small businessman; and estate auctioneer since 1978. Divorced. Question: Given the current economic climate, what are your priorities for the budget surplus and why?

Answer: Given the current economic climate, my priorities in handling the budget surplus are to sponsor legislation with broad reform messages, to include:

1. The immediate research and development converting solar energy to electricity-reducing dependency on all fossil fuels, and the implementation of the same-photo voltaic cells -- nationwide.

2. Reintroduce the Comprehensive Education Training Act appropriating federal funds, nationwide, through state and municipal governments, concentrating on computer training for adults of all ages, to include black Americans and other minorities.

3. Introduce legislation requiring US history be taught in grades 2, 3, 4 in all schools as a foundation for good citizenship.

4. Immediate liquidation of idle government surpluses, as small business set-asides, for auctioneers in 50 states, to include real and personal property, without bureaucratic delay.

5. Provide Department of the Interior necessary funding to update and maintain our National Park System facilities, and encourage all Americans to learn about our parks and monuments.

6. Employment training and assisting working poor by encouragement, and additional training, to contribute to a better America.

7. Upgrade the Veterans Administration comprehensive health care benefits for all veterans honorably discharged from active duty and provide proper health care in all VA hospitals.

8. Prohibit, through legislation, political donations exceeding $1,000 per person. Ban all PAC monies.
