Question: Given the current economic climate, what are your priorities for the budget surplus and why?

Answer: Notwithstanding our historic budget surplus, it 's time to renew America by reforming the system. I believe strongly in education reform (bringing competition to the system through school choice, vouchers, and student and teacher testing); tax reform (lower taxes including a capital gains tax cut); military/foreign policy reform (rebuilding our neglected military combined with a resolute foreign policy); campaign finance reform (closing PAC loopholes and banning soft money); and social security/medicare reform (keeping the social security lockbox locked and providing a Medicare prescription drug benefit for seniors).
